Bank 1 EXHAUST camshaft is mechanically OVER-RETARDED — exhaust cam won't advance off park, or falls back to retard under command. Cheapest-first ladder: (1) Live-data commanded vs actual exhaust cam angle at 2500 rpm warm — if commanded climbs to 15-25 degrees advance but actual stays near 0, the OCV isn't routing oil or the phaser is stuck. (2) Swap the exhaust OCV with a known-good unit and recheck — quickest way to isolate solenoid vs phaser. (3) Clean the OCV screen. (4) Verify hot oil pressure — minimum 10 psi idle. Don't replace the exhaust cam phaser before testing the OCV — exhaust OCVs fail more often than exhaust phasers do, and they're a 30-minute, $80 fix versus a 5-hour, $1,200 fix.
