Start cheapest-first: with a scan tool look at the Brake Switch PID and physically work the pedal, watching for the state to toggle between On and Off; if it stays On with foot off the pedal, the switch is misadjusted or failed. Check the switch plunger gap against the pedal striker (most GM and Ford spec 0.020 to 0.060 inch of free travel at rest) and verify the switch is fully clipped into its bracket, since a popped-out switch is the single most common cause. If the plunger is intact, back-probe the switch connector and verify reference voltage before condemning wiring; an intermittent code with no driveability complaint is almost always the switch itself.
