P3400 means the ECM's cylinder-deactivation system on bank 1 isn't responding the way the calibration expects — the solenoid commands a deactivation event (collapse the lifters, hold the valves closed, run the engine on half the cylinders for fuel economy) and the ECM doesn't see the corresponding drop in cylinder contribution, or it sees a misfire spike that says the lifter never collapsed cleanly. Cheapest-first ladder on a shop floor: scan live data for MDS/AFM solenoid commanded state vs actual current draw — a healthy solenoid pulls 0.5 to 1.5A during the activation pulse and the coil resistance measures 8 to 15 ohms cold across the two pins; open circuit or out-of-spec resistance condemns the solenoid for $40 to $120. Next check engine oil pressure at the solenoid feed gallery — cylinder deactivation requires 25 to 65 psi at 1500+ rpm to collapse the lifters, and a worn oil pump or clogged oil-pressure-control valve (the AFM/MDS OPS) drops the pressure below the activation threshold and sets P3400 with zero solenoid fault. Watch the cylinder-contribution misfire counter during a commanded deactivation cycle — if the counter spikes when the cylinder is supposed to be DEAD-quiet, the lifter didn't collapse and you have a mechanical problem, not an electrical one. The expensive misdiagnosis: Chrysler 5.7/6.4 Hemi MDS lifters are the actual problem on 80% of P3400-P3424 codes — collapsed or failed lifters cause permanent loss of valve actuation that mimics solenoid failure, and replacing solenoids without verifying lifter integrity (borescope through the spark plug hole or pull the valve cover) fixes only 20% of cases while leaving the customer with a $300 part bill and a returning code.
