P2563 is the high-side complement to P2562 — the boost-control position-feedback sensor on actuator A is reading above the upper limit, typically above about 4.5V on the 0.5-4.5V scaled range. The fault modes for a high signal are: the sensor itself has failed shorted to its own 5V VREF internally, the signal wire is shorted to a 12V or 5V power source somewhere in the harness, the sensor ground has opened (which lets the signal pin float toward VREF), or the actuator is physically stuck at the high-position mechanical stop. On diesel VGTs that means the vanes are jammed in the high-restriction position (vanes closed tight against the turbine wheel for max boost), which often happens after a coke event freezes the unison ring; on gasoline wastegate-position applications it means the wastegate is jammed open. Cheapest-first ladder: scan live data first — the actuator position PID will report 100% (or 4.5V+) and won't move when commanded; back-probe the signal wire to ground key-on with the sensor connected (over 4.5V on a stuck-open or shorted-to-power signal); disconnect the sensor and watch the PID — if it drops to 0V or pegs at 5V depending on circuit design, that confirms the wiring versus the sensor; check the sensor ground pin drop to battery negative (must be under 0.1V — a broken ground floats the signal high); physically test the actuator with bi-directional scan-tool commands and watch the linkage move on a VGT or wastegate. Before condemning a $1,500-$2,500 turbo actuator or VGT cartridge, ALWAYS check for a stuck-open vane caused by soot bind — a $200-$400 turbo-out clean often restores a P2563 truck for another 50,000-80,000 miles.

Vehicle-specific patterns: 2003-2007 Ford 6.0L Powerstroke throws P2563 on the same VGT soot-bind curve as P2562, just with the vanes stuck in the closed position instead of the open position. 2008-2010 Ford 6.4L Powerstroke throws P2563 on the high-pressure VGT stage from the same pattern. 2011-2019 Ford 6.7L Powerstroke throws P2563 from the smart-actuator's internal position-feedback failure reporting stuck-high. 2007-2010 GM Duramax LMM throws P2563 from soot-bind in the closed-vane direction. 2011-2016 GM Duramax LML throws P2563 from actuator-internal sensor saturation on high-mileage trucks. 2007-2018 Cummins 6.7L throws P2563 from the same Holset HE351VE actuator failure pattern that drops P2562 on the other end of the range. 2011-2016 BMW N20 2.0T and N55 3.0T throw P2563 from electric wastegate actuator internal position-sensor failure (the actuator is a sealed assembly and the sensor isn't separately serviceable). 2008-2014 Mazdaspeed3 / Mazdaspeed6 DISI turbo throws P2563 from the boost-control actuator linkage popping off its ball-and-socket joint on the wastegate, leaving the actuator at full-stroke. Estimated repair: $250 to $3,500.
