How a shop works this

Work from evidence to part, not the other way round. A code names a circuit or a symptom; it does not name the part that failed.

Note every code that is set, not just this one.
Codes that appear together usually narrow the cause faster than any one of them read alone.
Read the freeze frame — the conditions the fault was recorded under.
Cold or warm, idle or load, road speed and engine speed. A fault that only appears cold is a different fault from one that only appears under load, even with the same code on the scanner.

P1610 on Toyota is a Smart Key / immobilizer code indicating a malfunction in the engine immobilizer system, set when the ECM does not receive a valid rolling code from the transponder amplifier and key during the start sequence. The system uses an RFID antenna ring around the ignition cylinder (or the Smart Key antenna in keyless-start vehicles) to read the key's chip; the amplifier passes the code over a dedicated line to the immobilizer ECU, which then authorizes the engine ECM to enable fuel and spark. P1610 specifically indicates a logic-side failure rather than a missing-key situation.

Cheapest ladder first

try the spare key, because a key with a cracked transponder chip is the cheapest possible fix.
Inspect the antenna ring for cracks or a loose connector at the back of the steering column, and check battery voltage at cranking (low voltage below about 9.5V during crank can desync the immobilizer handshake on some years).
Verify all immobilizer-related fuses (ECU-B, IG1, DOME on most models).
