P0AFB sets when the BMS reports the hybrid traction battery State of Charge below the lower operating threshold — typically below 15-20% SOC depending on platform. Normal hybrid SOC operating window is 20-80% (Toyota typically targets 40-80% on a Prius to maximize NiMH cycle life; plug-in hybrids and EVs use a wider 5-95% window). A SOC-low fault is not a sensor fault — it's a state report — and the diagnostic question is WHY the pack didn't recover SOC during normal driving. The cheapest-first ladder: check the 12V auxiliary battery FIRST. A weak or failing 12V battery on a hybrid presents identical symptoms to a traction-pack SOC fault because the BMS, DC/DC converter, and HV contactor logic all run off the 12V system; a drained 12V battery prevents the HV system from initializing, the traction pack never gets charged via regen, and SOC drops until P0AFB sets. Load-test the 12V (should hold 12.6V at rest, drop no lower than 9.6V under cranking-equivalent load). If the 12V passes, scan for module-group imbalance — one weak module in a Prius pack will pull the whole pack's reported SOC down because the BMS uses the lowest module as the floor. Pack-level voltage 200-650V scaled. DO NOT probe HV orange-wire circuits with a standard multimeter. Always service HV with Class 0 1000V gloves, isolation tester (Megger), and DC-rated lugged probes.

Vehicle-specific patterns: any hybrid sitting in extended storage 30+ days throws P0AFB — the 12V drains, the HV system can't boot, the traction pack self-discharges via internal BMS draw, and the cycle compounds. 2004-2009 Toyota Prius Gen2 parked over a New England or Midwest winter is the classic case: owner returns in April, car won't READY, P0AFB plus P3000-family codes. Charge the 12V first, then drive 20-30 mi to let the BMS rebalance — many cases clear without parts. 2010-2015 Prius Gen3 follows the same pattern. 2003-2011 Honda Civic Hybrid (IMA) throws P0AFB constantly as the NiMH pack ages — IMA packs have a documented capacity-fade pattern around 80-130K mi and Honda issued multiple TSBs for re-grid procedures (verify current bulletin coverage by VIN, don't quote numbers from memory). 2011-2015 Chevy Volt Gen1 and 2017-2019 Bolt EV throw P0AFB from cell-imbalance issues that are recall-covered in some VIN ranges. Estimated repair: $150 (12V battery + drive cycle) to $1,800 (single module + rebalance on Prius) to $3,500 (IMA pack refresh on Civic Hybrid) to $4,500+ (full pack on outside-warranty work).
