P0928 sets when the TCM cannot control the gear shift lock solenoid, the small solenoid in the console or column shifter that physically blocks lever movement out of Park until the brake pedal is pressed and the key is in Run. Cheapest first: verify the brake pedal switch is functional and that brake lights illuminate on press, because the shift-lock solenoid is downstream of the brake switch on most platforms and a failed brake switch will mimic P0928. Unplug the solenoid and ohm-check it; spec is typically 25-80 ohms across the coil at room temperature, and an open or shorted coil is a definitive failed solenoid. Caveat: on rotary and monostable e-shifters (Ram, Jeep Cherokee, Lincoln MKZ), the gear-shift-lock function is integrated into the shifter assembly and cannot be serviced separately.

Vehicle-specific patterns: 2003-2011 Ford Crown Victoria and 1997-2010 F-150 column shifters with the PRNDL gear-position switch wear at the Park-Reverse detent and trip P0928 alongside a wandering range indicator; replacement of the column-shift range sensor is the durable repair. 2009-2014 Nissan Maxima and Altima with CVT consoles see internal shift-lock solenoid failure that requires console-shifter R&R. 2013-2018 Ram 1500 rotary e-shifter logs P0928 as part of a broader shifter module failure. 2008-2015 Honda Accord and Pilot console shifters throw P0928 from a snapped shift-lock pawl spring inside the assembly. Estimated repair: $180 to $850.
