P0695 is Fan 3 control circuit low. Fan 3 only exists on triple-fan applications or on dual-fan platforms where the PCM treats high-speed as a third discrete output (Ford 3-relay primary/secondary/high). Cheapest-first ladder: key-on engine-off, identify which physical relay or FCM output the PCM has mapped as fan 3 (verify against the wiring diagram before testing - on Ford 3-relay setups fan 3 is the high-speed series-parallel switching relay; on GM full-size SUV triple-fan setups fan 3 is the third condenser fan added for trailer-tow packages). Unplug the relay and measure resistance across the relay coil (50 to 90 ohms typical); a shorted coil reads under 10 ohms and confirms the relay. Check the PCM control wire for a short to ground at battery voltage; 0 V uncommanded means the wire is grounded between PCM and relay. With a scan tool fan-on command, expect 0 V on the control wire (low-side driver pulling to ground), current draw 5 to 30 A momentary inrush settling to 8 to 20 A steady on the high-speed parallel configuration where both fans run at full battery voltage, and less than 0.3 V drop across the power feed under load. Expensive-misdiagnosis caveat: fan resistor packs are the common consumable on multi-speed fan systems. Ford, GM, and Toyota all use 3-step fan resistor packs that burn open at the high-current stage; on Ford 3-relay setups (which mimic a 3-step pack with discrete relays instead of resistors) the high-speed relay itself is the consumable - it's the one that switches the parallel-series configuration and sees the highest contact load, burning the contacts and dropping out intermittently. Replace the relay, $30 to $60, not the whole fan module.

Vehicle-specific patterns

Vehicle-specific patterns: 2003-2010 Ford Crown Victoria/Town Car/Marauder Panther-platform uses a 3-relay primary/secondary/high cooling fan setup; P0695 is the high-speed relay 80% of the time, $30 to $60 relay. 2007-2014 GM Silverado/Tahoe/Yukon trailer-tow package vehicles get an auxiliary third condenser fan; P0695 here is the auxiliary fan relay or chafed harness at the radiator support, $35 to $90. 2007-2017 Toyota Sequoia/Tundra V8 (3UR-FE) uses dual fans through a 3-step resistor pack and a high-speed bypass relay; P0695 specifically points to the bypass relay or the pack high-stage open, $50 to $120. 2008-2015 Honda Odyssey J35 V6 doesn't typically have a fan 3 output, so P0695 on a Honda points to PCM software flagging a phantom output - reflash to latest calibration before chasing wiring. Estimated repair: $30 to $200.
