P0661 sets when the PCM commands the Intake Manifold Tuning Valve (IMRC, also called IMT or IMC depending on the OEM) actuator on bank 1 and the driver circuit reads a voltage lower than expected — typically below 1V on a circuit that should be pulling toward 12V when commanded off, indicating a short to ground or an open in the high side of the driver. The IMRC is the linkage/butterfly arrangement that switches the intake runners between long-runner (low-RPM torque) and short-runner (high-RPM breathing) configurations. Cheapest-first ladder: (1) Visual the IMRC actuator linkage and the runner butterflies — carbon buildup or a broken plastic linkage arm physically jamming the system is the #1 cause and a $30 lubricant or $80 linkage clip handles it. (2) Backprobe the IMRC actuator connector with engine off, key on, scan tool commanding the actuator — should see 0V command (driver pulled low) cycling to 12V with each command pulse, and actuator current should sit between 0.3-1.5A during a sweep; a stuck linkage shows current spiking above 2A. (3) Resistance-check the actuator solenoid coil (typically 8-16 ohms cold) and check for short to ground at the connector. Target thresholds: 0-100% commanded position should track within 5% of actual position feedback (on platforms with a position sensor), actuator current 0.3-1.5A in normal sweep. Expensive-misdiagnosis caveat: a seized IMRC linkage from carbon buildup looks identical to a failed actuator on the scan tool, but lubricating the pivots and walnut-blasting the runners is a $200 service vs. a $400-700 intake-manifold replacement on platforms where the IMRC is integrated.

Vehicle-specific patterns: 2003-2007 Ford Escape/Mazda Tribute/Mariner with the 3.0L Duratec V6 is the canonical P0661 vehicle — the IMRC linkage clip breaks and the butterfly hangs in mid-travel, $15 clip fix that Ford TSB'd. 2004-2013 Mazda 3/5/6 with the MZR 2.3L/2.5L throws P0661 from carbon buildup on the IMRC shaft causing it to stick, especially in high-mileage stop-and-go vehicles. 2010-2017 GM 3.6L LFX/LLT V6 (Camaro, CTS, Equinox, Traverse) throws P0661 from a failed IMRC solenoid on the front of the intake manifold or from a torn diaphragm in the vacuum-actuated runner controller depending on year. 2011-2018 Hyundai Sonata/Tucson/Santa Fe with the Theta II 2.4L GDI throws P0661 from carbon-coked IMRC runners — the GDI carbon problem accumulates on the IMRC butterflies and binds them. Estimated repair: $30 (lubricant + linkage clip on a Ford 3.0) to $750 (full intake manifold + actuator on a GM 3.6).
