P0656 means the PCM detected a fault on the Fuel Level Output Circuit — the wire by which the PCM (or BCM, depending on architecture) drives the fuel gauge needle or sends the CAN fuel-level message to the instrument cluster. This is the output side of the fuel level pipeline (the input from the tank sender is a different code family — P0461-P0464). P0656 sets when the output circuit is open, shorted to ground, shorted to power, or the cluster reports the message wasn't received. Shop-floor ladder, cheapest first: scan-tool fuel level PID at the PCM should match the tank — fill to 1/2 and the PID should read ~50%. If the PID is correct but the gauge is dead or pegged, the fault is between the PCM output and the cluster. On older discrete-wire systems, backprobe the fuel-gauge output wire at the PCM and at the cluster connector with a DVOM; a healthy signal sweeps 0-5V or 0-12V proportional to tank level. On CAN-driven systems (most 2007+ vehicles), the cluster reads the fuel level off the bus — verify with a scan tool that the cluster is receiving the message. If the cluster is reporting 'no fuel level message received' while the PCM is broadcasting it, the fault is a cluster CAN-input issue. Expensive-misdiagnosis caveat: don't replace the tank sender on P0656 — that's a P0461 family code. P0656 is purely an output-side fault and the tank work is unnecessary; same cluster-rebuild path as P0650/P0655 on GM platforms.

Vehicle-specific patterns: 2007-2014 GM full-size trucks and SUVs frequently throw P0656 from the same gauge-cluster solder failure pattern as P0650 and P0655 — cluster rebuild for $75-150 versus replacement for $600+. 2004-2010 Ford F-150 and Expedition throw P0656 from cluster gauge-stepper-motor IC failures or from broken traces between the CAN transceiver and the fuel-gauge stepper. 2005-2012 Dodge Ram throws P0656 from cluster failures and from harness corrosion at the tank-side connector that drags the signal wire to ground. 2008-2014 Cadillac Escalade and similar GMT900 SUVs share the GM cluster failure mode. Estimated repair: $75 (cluster rebuild) to $750 (cluster replacement + programming).
