P0249 reports the wastegate solenoid B control circuit voltage is below threshold, again pointing to a short to ground in the control wire, a shorted solenoid, or a damaged PCM driver. Cheapest diagnostic step: visually trace the wastegate B harness from the solenoid back to the first connector or splice, paying special attention to anywhere it runs near hot exhaust components. Disconnect the solenoid and measure resistance pin-to-pin (14-30 ohms typical) and from each pin to chassis ground (should read open or above 10K ohms); a low reading to ground confirms either a shorted winding or a pinched control wire. The expensive misdiagnosis is throwing a turbocharger at the problem ($1,800-$3,500) when a $25 length of harness repair and a $90 solenoid would have resolved it.
