This code is set by the module that noticed the brown-out, not necessarily the module that has the worst connection, so it shows up on lighting modules, instrument clusters, body controllers, and occasionally HVAC heads. Cheapest first: load-test the battery. A battery that reads 12.4V at rest can collapse below 9V under cranking load and trip B1318 on every cold morning while the engine still starts fine — only a load test reveals this.
